Combine green moong dal and rice and soak in water for 3 hours.
Grind the mixture with green chillies, ginger, garlic, cumin seeds and turmeric to a fine batter. Season with salt.
Take a spoonful of the batter and spread it thinly on a heated and greased tawa. Cook until until the bottom is browned and flip over to the other side. Serve hot with any relish of your choice.
