Soak both the dals together for 2 hours after washing well along with the red chillies. Then drain the water out completely and put the stuff in a blender.
Add required salt and grind to very coarse paste just sprinkling few drops of water if necessary and keep aside. Boil the chopped vegetable adding required water and salt required for the vegetable to soft and keep aside.
Heat a heavy bottomed pan with the oil. Do the seasoning with the given items. Add the dal mixture and keep stirring continuously in medium flame. In around 10 minutes you can watch the lumps vanishing and crumbling in to loose and dry mixture.
When it becomes mildly crunchy too, add the boiled vegetables and stirred well. Check out for salt and add, if necessary. The Paruppu usili is ready to serve now. It can be had as the side dish to any rice. It can also be mixed with hot steaming rice with a dollop of ghee
